Huntington Ingalls Industries Technical Solutions Division (HII-TSD) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.
HII - TSD is currently seeking a Configuration Management Analyst to provide Engineering Support to work out of Ramstein Air Base, Germany on the United States Air Forces in Germany (USAFE) Air Base Air Defense (ABAD) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to bring the components for an ABAD system, along with the hardware and associated processes, together on a networked communications system.
The Contractor shall participate in the ongoing development activities at the Ramstein Air Defense Systems Integration Laboratory (RADSIL) to ensure the design of an effective and sustainable ABAD capability to be produced in subsequent phases for Ramstein and across the designated bases within the EUCOM/AFRICOM AOR. This shall be accomplished by the Contactor through the delivery of a documentation package covering the construction and maintenance of the ABAD systems exemplified by those of the RADSIL. Further, the Contractor shall develop and document, in partnership with the Government, the measures of effectiveness, concepts of operation, training, testing, and instrumentation needed to support ongoing, high availability operations of those ABAD systems. Documentation of the facilities and infrastructure required by these systems shall also be delivered.
The RADSIL will provide an initial, limited ABAD capability as new systems are integrated and made available to current base defense personnel. [‘Fight with the prototype.’] Phase 1 work and the RADSIL facility will ultimately deliver end-to-end air defense C2 but may not represent the full and final laydown of material and personnel to support permanent full-scale, 24/7 operations. Any additional systems needed shall be documented as part of this work.
Availability and flexibility for travel is a requirement.
Essential Job Responsibilities
- At the end of Phase 1, the contractor shall provide a documentation package for the RADSIL and its remote systems which shall include: As-built documentation of the layout of the RADSIL ABAD systems including network topology, and a compilation of sustainment metrics based on the operations in Phase I, such as expected failure rates, expected maintenance down-times, and overall availability
- The Contractor shall provide a detailed plan of the future architecture of the ABAD system to include but not be limited to the phased approach to deliver capability, the approach to acquire that capability, and the risk/issues associated with the plan
- Designs and develops system architectures, and defines key capabilities and performance requirements
- Defines total systems design and technology maturity constraints in accordance with mission requirements
- Develops system element architecture and design and interface definitions. Defines system implementation approach and operational concept
- Develops models and architectural guidelines for current and future system development
- Applies advanced technical principles, theories and concepts
- Contributes to development of new principles and concepts
- Specific Duties and Responsibilities:
- Plans and coordinates preparation of project documentation, such as engineering drawings, production specifications and schedules, and contract modifications, to ensure meeting customer contract requirements
- Reviews contract to determine documentation required for each phase of project, applying knowledge of engineering and manufacturing processes
- Analyzes proposed changes of product design to determine effect on overall product and system
- Coordinates modification records for management control
- Establishes change orders and prepares for change authorization and documentation by company and subcontractor
- Reviews and analyzes released engineering change data and coordinates changes with engineering, quality, support, manufacturing, and engineering data control activities
- Contributes to the development of new concepts, techniques, and standards. Considered expert in field within the organization.
- Provide Configuration Management (CM) services within the four main aspects of CM: Identification, Control, Status Accounting and Audits.
- Create a Configuration Management Plan (CMP) for all aspects of conducting configuration management.
- Perform status accounting IAW the CMP to provide traceability of changes to controlled items, serve as the basis for communicating the status of configuration items, and serve as the vehicle for ensuring delivered documents accurately describe and represent the associated item.
- Establish, implement, and maintain an internal surveillance program IAW the CMP to ensure complete, accurate and timely data are submitted to the Government.
- Thorough knowledge of network design and maintenance, fault isolation, performance monitoring, configuration management standards, principles and techniques
- Domain knowledge sufficient to assess and document the performance of modern air defense systems
- Proficient in the use of PCs and word processing, spreadsheet, presentation, desktop applications software and electronic mail programs
- Bachelors degree and 15 years of directly related military experience; OR 20 years of directly related military experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.
- All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements.
- Clearance: Must possess and maintain a current TS clearance with SCI eligibility based on a Single Source Background Investigation (SSBI)
