Duties

  • Through subordinate activity managers, is responsible for overall management and direction of the Directorate, Morale Welfare and Recreation (DMWR) Support Division at a large garrison.
  • Provides policies and guidance to ensure attainment of the established objectives of the division.
  • Directs, develops, and administers plans and procedures; and implements regulations to ensure functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service.
  • Directs and develops finance and accounting operations through various services to include receipt of, distribution of, and accounting for NAF. Maintains accounts showing status of installation allotments, assets, and liabilities.
  • Reviews and evaluates progress of program plans to determine whether overall objectives are being accomplished economically with reference to budget , contractual services, and manpower.

  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
  • Incumbent must file a Confidential Statement of Affiliations and Financial Interest in accordance with the requirements of AR600-50.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • The location of this position is in Wiesbaden, Germany. Selectee will receive Temporary Change in Station (TCS) orders to Poznan, Poland to serve a 24-month, unaccompanied tour.

Qualifications

1. Work Experience directing/managing one or more DMWR Support Management programs for a Garrison, or similar civilian community, for at least one year.
2. Knowledge of programming, planning, budgeting, and long range planning.

Highly Qualified Criteria:
  • A minimum of three (3) years experience at the NAF Support Branch Chief level or equivalent level of responsibility.
  • Five (5) years of supervisory experience managing Nonappropriated fund (NAF) personnel.
  • Operational and leadership experience in FMWR Programs to include, at minimum, two or more of the following: Recreation, Sports & Fitness; Food, Beverage, Hospitality, Entertainment, Special Events, or NAF Support. Due to the broad spectrum of responsibilities within a complex operational environment supporting 11 Garrison Support Elements, must possess exceptional leadership and communication skills, the ability to effectively train others, delegate responsibilities, and monitor to ensure timely completion of objectives.
  • Strong knowledge of APF/NAF construction, financial management, Recreational Programs, acquisition, planning, NAF contracting, and property accountability.
  • Possess knowledge and experience in resource (APF & NAF) management policies governing personnel, programs and facilities.
  • Possess strong organization skills with the ability to manage multiple projects effectively.
  • Must be able to communicate effectively both orally and in writing. Can demonstrate the ability to develop and present briefings to senior leaders, as well as write staff papers and formulate plans on complex issues.
