Responsibilities
- Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
- Assists the United States European Command as a point of contact for negotiations concerning all petroleum related transactions to support International Agreements, US Military fuel support agreements with Foreign Governments and activities.
- Manage and update supplemental document templates for sales and purchase standalone Acquisition and Cross-Servicing Agreements (ACSA) Orders.
- Coordinate with DLA Energy-FESC on agreement actions prior to opening ACSA Orders when a Foreign Military presents a unique requirement, coordinate with Foreign Military to confirm receipt of fuel products and support before closing ACSA Orders.
- Resolve disputes with Foreign Military concerning quantities and currency discrepancies; Seeks support from DLA Energy FESC, when necessary, to help resolve the dispute.
- Coordinate with DLA Energy FESC and DLA Finance Energy on all financial data and settlement confirmation request.
- Maintain digital copies of financial and program records fri IA-Fuel Support Agreement (FSA) transaction.
- Review, update monthly DLA Energy ACSA PMR within five business days of receipt.
- Use the AGATRS ACSA Order Report to facilitate documenting status updates.
- Responds to requests for assistance and guidance on policy, programs, and procedures from non-DLA Energy Europe and Africa entities.
- Attends conferences, meetings and workshops and presents matters of theater-level peacetime, contingency, and wartime fuels management.
- Represents DLA Energy Europe and Africa fuels logistical interests at host nation Mixed Technical Commission (MTC) meetings.
- Monitors the use and rate of expenditure of budgeted funds through a continual review of source documents and statistical reports along with frequent dialogue with DLA Energy subordinate units and Defense Finance Accounting Service representatives.

Qualifications
To qualify for a Logistics Management Specialist, GS- 0346-12 your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:- Experience in initiating, drafting, negotiating, coordinating, and concluding international agreements necessary for fuel support during peacetime, contingency and wartime operations.
- Experience in analytical studies and management of financial programs for supporting nation pipeline and storage agreements. Specifically in the performance of management oversight to include obligation and payment reviews of pipeline and depot fuel operations that are governed by international agreements.
This is an Expeditionary Civilian (EC) position and the incumbent will be designated as (EE, NCE, etc.). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for a military deployment waiver from the Secretary Service level or transfer to the IRR Standby Reserve prior to appointment to an EC position. The waiver or transfer will remain in effect while assigned to the EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State’s determination of a combat zone.Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
