The primary purpose of this position is to plan, manage, and administer comprehensive year round base youth fitness and sports program and the facilities used in conducting the activities at an Air Force installation.


Responsibilities

  • Plans, develops, organizes, manages, and supervises diverse, multi-faceted and comprehensive physical fitness and sports programs including fitness, sports, nutritional and incentive programs, intramural/extramural team and individual programs, etc.
  • Supervises subordinate recreation specialists (two GS-07s or equivalent and below), contract employees and volunteers in the Youth Sports Programs.
  • Develops, implements, monitors, and documents a comprehensive training program to ensure all staff members, contractors and volunteers possess the necessary skills and knowledge for their position.
  • Prepares APF and NAF budgets and analyzes and tracks financial statements, which include the expenditures required to conduct the youth sports and fitness programs.
  • Determines adequacy of facilities, identifies additional needs, recommends facility construction/alterations and renovation projects, and monitors repair and maintenance of existing facilities and equipment.
  • Plans and coordinates all aspects of recurring and non-recurring activities, special events and joint military and civilian community undertakings to make maximum use of facilities, services, and other resources.

    • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, such as Administrative and Management Positions

    BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

    Undergraduate and Graduate Education: Major study - general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

    Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:

    • Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.
    • Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels.
    • Instructing in the principles and techniques of recreational program planning and management.
    • Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.
    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of physical and psychological factors for youth individual and team sports and the nature, purpose and organization of recreation and competitive individual and team sport activities and of fitness programs. Knowledge of traditional and untraditional sports and fitness activities, services, participant interests and needs to develop and conduct quality youth sports and fitness programs. ?? Knowledge of the concepts, principles, and practices relating to facility development, utilization, and protection that enables the employee to ensure a balanced athletic program in an efficient and cost effective manner. Knowledge of a wide range of concepts, principles, rules, development, coaching, instruction, safety, and protection that enables the employee to apply such knowledge to ensure a balanced youth sports program which is in harmony with and properly utilizes, protects, and enhances the participation of patrons. Knowledge of the principles, concepts, and factors in planning, organizing, and administering youth sports and fitness programs to plan, develop, and carry out a comprehensive youth sports and fitness program that meets the needs of a large participating community without detriment to health, safety, and protection of public buildings and outdoor natural resources, and reflects abilities in the area of program and safety management.

    EDUCATION: Amaster’s or equivalent graduate degree or2 full years of progressively higher level graduate education leading to such a degree orLL.B. or J.D., if related. NOTE: A copy of school transcripts must be submitted at time of application.

    COMBINATION OF EXPERIENCE AND EDUCATION:A combination of education and experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation as described above. NOTE: A copy of school transcripts must be submitted at time of application.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of a wide range of the principles, concepts, developmental appropriateness and techniques of physical fitness and sports programs for youth and teens including physical and psychological factors of individual and team sports.
    2. Knowledge of program and facilities management, safety, fire, and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase.
    3. Ability and skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, train paid staff and volunteers and to resolve problems and answer questions relating to the program.
    4. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of youth fitness and sports programs; and in effectively organizing and utilizing available resources within the program framework.
    5. Knowledge of personnel management policies and practices to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work.
    6. Skill in supervising and leading a team of individuals composed of professionals, paraprofessionals, volunteers and parents. Ability to train individuals effectively.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
