The primary purpose of this position is to serve under the supervision of the Community Recreation Program Manager. Assists in planning, developing, managing, and maintaining a broad range of Community recreational activities, classes, and/or events.


Responsibilities

  • Assists in planning, implementation, development, coordination, and administration of a recreation program which serves a participant community of active duty, retired military, reserve forces, authorized civilian employees, and their dependents.
  • Assists in the marketing and publicizing Community recreation programs.
  • Assists the supervisor with the execution of and administration of operating budget.
  • Represents the Community Recreation Program with a variety of installation and functional area organizations.

    Qualifications

    Individual Occupational Requirements Education

    Undergraduate and Graduate Education: Major study - general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or
    community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

    Specialized Experience (for positions above GS-5):Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:

    • Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor,
    institutional, or other recreational programs.
    • Planning, establishing, or evaluating a recreational curriculum for junior college or higher
    academic levels.
    • Instructing in the principles and techniques of recreational program planning and
    management.
    • Serving in a leadership role in the programs and activities of local, regional, and/or national
    recreational organizations.

    OPM Qualification Standards: Recreation Specialist Series, 0188 and Group Coverage Qualification Standards for Administrative and Management Positions.

    SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes applying principles, concepts, and techniques of recreation to carry out continuing Community Recreation projects or programs; planning and implementing recreation activities to meet the needs of the participating community; managing financial and physical resources. Additional qualifying specialized experience include: 1)Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs. 2) Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels. 3) Instructing in the principles and techniques of recreational program planning and management. 4) Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

    EDUCATION:Applicants must have successfully completed 1 full year of graduate level education or superior academic achievement in general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education (must provide copy of transcripts at time of application).

    COMBINATION OF EXPERIENCE AND EDUCATION:Applicants must have a combination of qualifying specialized experience and education that when combined total at least 100 percent (must provide copy of transcripts at time of application).

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of the basic principles, procedures, and practices of operating an Community recreation program.
    2. Knowledge of common budgetary practices, procedures, regulations, and guidelines.
    3. Knowledge of safety and security regulations, practices, and procedures as relating to various Community recreation activities.
    4. Skill in preparing forms, schedules, and reports related to the obligation and expenditure of funds.
    5. Skill in planning, organizing, coordinating, and/or evaluating Community recreation programs.
    6. Ability to gather, assemble, and analyze program information; draw conclusions and recommend solutions to problems.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
