Particip is currently involved in five Lots of the EuropeAid framework contract (SIEA), either as the consortium-lead company or as partner. Our success rate is illustrated by more than 350 short-term assignments conducted to date. The consortia in which we are involved - either as lead company or as partner - comprise recognised consulting firms with complementary fields of expertise and geographical focus.

What are Framework Contracts?

To increase flexibility in the provision of technical assistance (TA) provided to both partner countries and its own operations, the European Commission (EC) has streamlined procurement procedures through the use of Framework Contracts (FWCs). The objective of the EC’s FWCs s is to provide short-termservices for the benefit of partner countries and for Commission internal services. FWCs can cover all main EC programmes, instruments and regions.

FWCs are usually 4 year contracts in which groups of companies (consortia) become ’preferred suppliers’ for TA services to the EC for a specific area of expertise, known as a ’Lot’.

Typically, each Lot is serviced by several consortia that are invited - through ’Requests for Services’ (RfS) - to submit proposals (CVs of experts and brief methodologies) for a specific assignment. The period of time between the receipt of an RfS and the deadline for the corresponding proposal’s submission is usually two weeks at the most.

Services requested under individual projects relate to the full project cycle:
  • identification, feasibility, operational and technical follow-up assignments
  • financial and/or contractual monitoring
  • project evaluation
  • technical, financial or contractual audit of the project
  • technical advice
  • training and support
  • information and communication, or closure of a project

Requirements

For this Lot, in-depth expertise is required in one or more of the following fields:
  • Public policies
  • Formulation, assessment, monitoring of development/economic/sector policies
  • Public expenditure reviews, tracking surveys or equivalent
  • Growth inclusiveness and fight against inequalities
  • Economic empowerment of disadvantaged groups, including women and youth
  • Communication and awareness-raising around public policies and reforms
  • Growth sustainability and economic resilience
  • Macroeconomic stability
  • Analysis (e.g. growth, fiscal balance, balance of payment, monetary survey)
  • Reforms and capacity building
  • Macroeconomic management and fiscal rules
  • Debt sustainability, contingent liabilities and arrears clearance
  • Economic vulnerability and external shocks
  • Oversight and restructuring/recapitalisation of the financial sector
  • Public finance management
  • Assessment & diagnostic tools (e.g. Public Expenditure & Financial Accountability)
  • Reforms and capacity building, including in relation to public administration reforms
  • Public expenditure and cash management (e.g. budgeting, execution and reporting)
  • Public procurement
  • Debt management
  • Public sector accounting
  • Internal and external control/audit
  • Public investment/asset management
  • Supervision and management of state-owned enterprises or agencies
  • Public finance management in specific sectors and at subnational level
  • Budget transparency, oversight and accountability (e.g. parliament or civil society)
  • Anticorruption measures
  • Domestic revenue mobilisation
  • Assessment & diagnostic tools (e.g. Tax Administration Diagnostic Assessment Tool)
  • Reforms and capacity building
