The primary purpose of this position is to serve as Telecommunications Specialist responsible for scheduling, operation and support of conference rooms/centers’ audio/visual and video teleconferencing equipment, services, and systems on NIPR/SIPR/Coalition Networks. Experience troubleshooting audio/video and video teleconferencing equipment/services/systems required.
Responsibilities
- Responsible for supporting day to day operations of telecommunications systems, services, and procedures.
- Serves as technical advisor.
- Implements telecommunication programs and special projects.
- Maintains operational capabilities and performance through system programming and administration functions of analog and digital telecommunication systems.

Qualifications
OPM Qualification Standards: Telecommunications Series, 0391 and Group Coverage Qualification Standards for Administrative and Management Positions.
SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes develop and applying policies, methods, procedures, and techniques in communications system design and installation to operating situations and problems resolution; applying existing and planned technology to communications requirements, and equipment interoperability and compatibility; reviewing, analyzing, and resolving moderately difficult and complex technical problems involving systems compatibility, both installation-wide and external interoperability, circuits, switches, distribution, satellite linkages, and networking; providing technical advisory services.

EDUCATION:Applicants must have successfully completed a Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a major of study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled (must provide copy of transcripts at time of application).

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have a combination of qualifying specialized experience and education that when combined total at least 100 percent (must provide copy of transcripts at time of application).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of telecommunications theories, concepts, principles, practices, procedures, policies, security standards, and operational requirements.
2. Knowledge of operational and performance characteristics of telecommunications equipment, systems, services, and transmission media to inspect, repair, and maintain IAW operational requirements.
3. Knowledge of safety and occupational health practices as they relate to electronic technician performance requirements.
4. Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility.
5. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
6. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking) and troubleshoot analog and digital multiplexing equipment.
PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
