Job Description

The Senior Director Government Engagement is a key full-time role focused on developing and maintaining Visa's broad relationship with targeted regulators and decision makers and support the work undertaken by the Global team with relevant international standard setting bodies. The Senior Director will also support the coordination of broad outreach activities with national central banks in liaison with clusters leads. The role entails developing and driving Visa's government engagement strategy by analysing the regulatory/policy environment Visa operates in, understanding potential scenarios, assessing their implications for Visa, prioritizing issues, developing Visa's positions and relevant argumentations and effectively engaging with relevant stakeholders.

The Senior Director Government Engagement will be responsible for the development and execution of Visa’s public engagement strategy and the day-to-day management of government and regulatory relations. This role entails the management of a network of key policymakers, regulators, government affairs advisors, industry associations and think tanks. The Senior Director will work in close contact with and support the Risk department from an ECB oversight/supervision perspective and the EU GE team regarding EU policy and regulation.

This position will be based in Frankfurt and will report directly to the VP Government Engagement in Europe.

Key Regulatory And Government Engagement Goals Include
  • Develop and implement an effective short/medium/long term Government Engagement strategy to position Visa as trusted partner.
  • Identify and articulate internally the regulatory challenges and opportunities for Visa in the Region,
  • Lead development on VISA’s position regarding possible regulatory and policy proposals relating to the authorization and supervision of payments schemes in Europe;
  • Work with think tanks, research centres, academia etc on thought leadership initiatives in targeted policy areas.
  • In close cooperation with the Risk, EU Regulatory Affairs and Global teams, develop trustworthy partnerships and meaningful relationships with selected stakeholders
  • Together with the European GE team, ensure positive impact on Visa's business, and the expansion of the digital payments industry in general, of any proposed regulatory policies, including at the EU level;
  • Identify and articulate internally the regulatory challenges and opportunities for Visa and translate them into actionable recommendations for commercial and product teams.
  • Share know how and expertise with GE counterparties in other Regions.
  • Ensure optimization of meeting targets and Government Engagement objectives by introducing best practices
  • Assist the VP Government Engagement in Europe in identifying strategic engagement opportunities with regulators and policy makers to ensure Visa is well positioned to influence the regulatory set up in digital payments and related policies in Europe;
What We Expect Of You, Day To Day.
  • You will develop and implement an overall regulatory affairs and engagement strategy regarding selected stakeholders and regulators in close coordination with the VP government engagement Europe and the local Regulatory Affairs team members.
  • Identify emerging trends, monitor the European regulatory and political landscape for threats and opportunities to Visa's business.
  • Support/run cross functional teams on key priorities.
  • Develop position papers on key policy and regulatory matters.
  • You will openly communicate timely and effectively with executives to ensure awareness of main regulatory/policy developments and strategy to protect Visa business and reputation
  • Regularly communicate directly with lawmakers, government officials, regulators, and policy makers that may impact Visa's business to enhance Visa's reputation and competitive position.
  • Assist with special projects including presentations to executives; research on policy initiatives, and support of external advocacy-related events.
  • Promote Visa's reputation and profile by speaking at public events, legislative hearings, industry conferences, association committees and roundtables, etc.
  • Be acutely aware of potential global implications of local issues and coordinate their management with regional and global colleagues.
Qualifications
  • Proven experience in relevant regulatory/government agency (Central Bank, Ministry of Finance, EU institution etc.) or in-house public policy positions;
  • Law, Economy or Political Science degree; post graduate studies preferred,
  • People management experience needed, including in leading cross functional groups in complex matrix organizations,
  • In-depth knowledge of the electronic payments/banking industry/crypto/fintech.
  • Proven ability to operate effectively and efficiently in a challenging, fast-paced environment.
  • Strong financial services and/or technology interest,
  • Advanced ability to research and analyse complex policy issues;
  • Strategic advocacy and effective communication skills required,
  • Superior inter-personal skills.
  • Ability to think creatively and innovatively.
  • Ability to work under pressure and independently;
  • Superior time-management skills with respect to setting priorities and managing multiple workflows against tight deadlines
  • Self-starter with proven ability to achieve results
  • A team player, able to work across various Visa functions
  • Excellent written and spoken communication abilities in English. Knowledge of other languages appreciated, particularly German. Enjoy writing position papers, articles, thought pieces etc.
  • Active network of regulators and policy makers in Europe is a plus.
