The primary purpose of this position is to provide expert guidance and advice to Air Force headquarters, USEUCOM and its service components, related to Integrated Air and Missile Defense (IAMD), counter-air defense strategic planning, defense design, air base defense, as well as direction and guidance related to requirements, future capability development and readiness.


Responsibilities

  • Applies Air Force military rated aviator expertise to plan, organize, and direct, the activities of counter-air defense for USEUCOM and USAFE/AFAFRICA, in applying U.S., NATO and coalition military air/space/cyberspace operations and policy.
  • Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and USEUCOM missions and operational plans.
  • Prepares papers and presents high-level briefings of conclusions/information, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
  • Represents USEUCOM and USAFE across the joint community, with the interagency, and with a variety of installation and functional area organizations.

    Qualifications

    Work Environment: Initiative and drive are prized. Staff is not micromanaged. Superb opportunity to work internationally with host nation, coalition partners, NATO AIRCOM national representatives, EUCOM and AFRICOM. Staff will participate in exercise events throughout Europe.

    A5M is the focal point for Integrated Air and Missile Defense (IAMD) organize, train and equip actions in USAFE-AFAFRICA and advises the Commander in his/her role as the USEUCOM Area Air Defense Commander. A5M leads IAMD strategic planning, capability development and functional implementation including defense design, mission development, concept development, test, integration, experimentation, assessments and IAMD exercise objectives. Division focus is on capability development for theater Counterair plans and Air Base Air Defense (ABAD). Specific functions include Defensive Counterair, Passive Defense and BMC3I capability development, functional implementation, plans and policy, coalition interoperability planning and exercise guidance.

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, such as Administrative and Management Positions.

    SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery of advanced management and organizational principles and practices for a variety of air & space / cyberspace programs / systems, such as EPAA, Joint Integrated Air Defense Systems, Air & Missile Warning, USAF Theater Air Control System, US and NATO nations surface based air defense systems, U.S. Integrated Air Defense System; Air & Space Protection; Air & Space Intelligence, Surveillance & Reconnaissance; CA defense Training, Tactics & Exercises; Cyber Integration, Counter-Threat & Warfare; Critical and Defended Asset List development, and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the U.S. and NATO command entities involved in overall planning and execution of operations and evaluations. Uses extensive knowledge of NATO Standing Defense Plans, Graduated Response Plans and allied collaborative plans to ensure USAFE and NATO CA defense operations are fully synchronized and work together to enable joint air & missile defense operations. Knowledge of the processes, structure, and execution of OSD DOT&E JT&E programs

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs to support mission development, concept of operations formulation, air defense design and conducting major operations such as European Phased Adaptive Approach (EPAA), Defensive Counter Air operations, Attack operations, Air Battle Management, Command and Control; Air & Space Intelligence, Surveillance & Reconnaissance; Integrated Air & Missile Defense; Air Base Defense, TACS, Training, Tactics & Exercises; Cyber Integration; and associated mission and flight operations, integrated air defense capabilities, CA defense exercises, flying training systems both manned and unmanned, foreign military sales, PPBES, and acquisition processes.
    2. Knowledge of military program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events, and the various command entities involved in overall programming planning and execution of military operations and evaluations.
    3. Knowledge of Battle Management and Command and control (C2) relationships of the various military entities involved in overall planning and execution of CA defense and space/cyberspace operations and evaluations.
    4. Knowledge of AF military rated aviator (e.g., pilot, navigator, air battle manager) expertise as it applies to Defensive Counterair, attack operations and assigned airpower programs and weapon systems. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
    5. High degree of skill in designing and conducting comprehensive studies, analyzing and comparing policies and plans, and developing solutions to produce strategies and options on broad, important, and critical command operation and contingency areas that can be presented to higher levels of management for use in defending / implementing operational and fiscal decisions.
    6. Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems including the F-22A, F-35A and F-15C/E. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

    PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
