The cornerstone of Morgan Stanley’s risk management philosophy is the execution of risk-adjusted returns through prudent risk-taking that protects Morgan Stanley’s capital base, liquidity and franchise.
The EMEA Risk Management Division is responsible for the independent identification, analysis, reporting and escalation of risks including market, credit and operational risk, arising from the Firms business activities, acting independently of business management and providing an effective challenge process. The Risk Management Division has dedicated cross-functional teams covering Risk Governance, Risk Reporting, as well as coverage teams for risk types. The Risk Governance function was created in light of the increased focus on demonstrating the effectiveness of control frameworks across risk management with the principal objective to ensure risk governance and oversight is in line with local regulation and best practice and help to ensure a consistent approach in dealing with regulators.
Primary Responsibilities
Morgan Stanley is seeking an Associate or Vice President with previous regulatory compliance experience for risk management to join the Risk Governance team in the Risk Division in Frankfurt. The role holder will have responsibility for ensuring regulatory compliance across the Risk Management function in the legal entity, with particular focus on Regulatory Engagement and Governance Framework. Primary responsibilities include:
Regulatory related responsibilities:
o Support the Risk Division in its engagement with national regulators and the ECB, including, but not limited to, preparation of on-site visits / workshops and information requests, compiling and reviewing of materials
o Lead the monitoring of the regulatory landscape for new regulations / guidance papers or letters to banks issued by the ECB; Provide technical expertise on regulatory expectations from European regulators, particularly related to advanced capital models;
o Understanding and interpreting regulatory rules and facilitating related self-assessments to support the Risk Division in ensuring regulatory compliance
Governance & COO related responsibilities:
o Review closure evidence related to Internal and External Audit and regulatory findings
o Maintain the governance framework for the legal entity’s Risk Management function, advising on regulatory governance expectations and best practice for Risk Management
o Document and review policies, standards, procedures and guidelines for global consistency and meeting local regulations
o Supporting the management of Risk Division Committees as these relate to the legal entity, including but not limited to meeting agendas, material compilation and minutes
Project Management / Oversight responsibilities:
o Track regulatory submissions, findings and commitments; Ensure timely delivery and appropriate governance of all submissions
o Regulatory engagement, including but not limited to, responding to regulatory information requests, organisation of regulatory meetings and preparation of material for meetings with regulators
More broadly, the role holder will assist the Head of the Risk Governance & COO team in their broader responsibilities, including contributing to regional or global Risk Division initiatives, projects, and home or host regulatory requests.

QUALIFICATIONS

Skills required
  • Bachelor’s degree or equivalent, ideally in Finance, Economics or similar;
  • Proven financial sector experience (minimum 5-7 years) in Risk Management or Consulting / Audit roles and a solid knowledge of risk regulation with the ability to interpret and articulate regulatory rules and requirements
  • Experience in working on regulatory implementation projects (e.g. regulatory applications for internal model approvals)
  • Experience in dealing with financial regulators / regulatory issues (in particular, BaFin, Bundesbank, ECB).
  • Confidence to take ideas forward and to challenge others, where appropriate, with experience in management by influence, facilitating and gaining consensus
  • Strong organization skills with the ability to multitask and prioritise; ability to work under pressure and to tight deadlinesExcel in managing relationships across both the business and other control groups with a proven track record in influence and facilitation to achieve results
  • Excellent presentation skills; ability to distil technical information to produce concise and effective presentations
  • Excellent communication skills in English, both verbal and written
  • German language skills are desired, not essential
  • A highly motivated, energetic and proactive individual who takes ownership of his/her tasks and projects
