Job Title:Procurement Manager

Job Location: China Unicom (Europe) Operations Limited, Frankfurt, Germany

Salary Range: Competitive Status: Permanent, full-time

Language Skill: FluentChinese and FluentEnglish are essential, German would be a plus

*Full work eligibility to work in Germany

Job Main Responsibilities and Duties:

· Sourcing and purchasing ICT hardware/software products and professional services on the basis of clients’ requirements in the territory of whole EMEA and Asia-Pacific region;

· Working closely with an internal account manager and technical manager to develop a deep understanding of the challenges that clients face, also coordinate and communicate with suppliers/vendors for products/professional services’ negotiations, pricing, and implementation as well;

· Monitoring suppliers/vendors’ execution or implementation of the orders the company placed to ensure the purchased goods/service delivered with high quality;

· Managing the relationships with the company existing suppliers/vendors, building and strengthening the relationships by meeting/phone call/visiting for more profitability;

· Developing new ICT suppliers in the market of EMEA and Asia-Pacific region;

· Establishing key external market contacts to ensure the company account managers and technical management teams to be provided valuable knowledge and ICT market trends on the basis of workshop, training and etc. in different areas;

· Ensure an efficient procurement of goods and services in a transparent and fully accountable manner, compliance with the company internal procedures and local legislation;

· Liaise with the company financial team for related internal paperwork;

· Establishing what services and equipment need to be sourced and liaise with the sales manager internally to discuss purchasing requirements;

· Prioritising and taking action on incoming purchase requests; Liaising with the local branch and third parties to review and clarify requirements;

· Negotiating prices and contract terms with the existing suppliers;

· Researching for new qualified suppliers and record market feedback, collect new providers’ documents to activate accounts including evaluation, information, historical performance, etc.;

· Creating and updating a common repository for the contract documents for the services such as NDA, MSA; Following the Company’s procedures to sign purchase orders and work with Financial Department to ensure all payments are settled in time;

· Providing quotation within required period to the originating part, placing orders to the providers;

· Maintaining as the point of contact between the Sales Manager and the suppliers and regularly checking the quality of the service rendered and equipment purchased;

· Working with headquarters’ Service Delivery Department and local branches to update on-net pricing in the area of Mainland China, HK and Asia via internal provisioning system;

· Managing contract renewals in advance; or following the Company’s and suppliers’ procedures to terminate purchasing orders when necessary and inform Financial Department to take relevant actions;

· Resolving any difficulties like scheduling, resource allocation during the delivery; and liaise with the sales departments and the network department to determine the procurement requirements for each project;

· Preparing, controlling and monitoring the procurement plans, cost, and budget for the Company’s growth and development.

Required skills/experience:

1. Extensive experience in buying IT equipment (including Hardware, Software, Licensing, IT consultancy and etc.); product & operations or presales;

2. Background in IT/IP, System Integration;

3. Skill of negotiation with suppliers;

4. Good time management and well organized;

5. Experience in management is preferable;

6. Clear and efficient communication - Bi-lingual, fluent English and Mandarin required.

7. Good knowledge of Telecoms, procurement, and Project Management;

8. In-depth purchasing experience and knowledge across the full range of supply categories including circuit, submarine cable equipment, and services, logistics, IT, and Telecoms;

9. Good team spirit, open to a diverse workforce, and familiar with both Chinese and British business culture;

10. Excellent communication skills to be able to liaise with the local branch and Head Office in Mainland China and Hong Kong;

11. Excellent supplier and contract management skills in the Telecoms industry
