C4 Interoperability Security Cooperation Planner

Key Role

Provide security cooperation planning and operations support to a Combatant Command client, including the assessment, planning, coordination, and execution of a client program. Serve as a primary interface to allied command transformation and operations for the improvement of interoperability. Provide insight into interoperability initiatives, including technical standards, procedures, and equipment, to enable informed dialogue to address client concerns and equities. Provide analytical support for a theater interoperability and release program and identify the planning, coordination, and development of international interoperability agreements between DoD organizations and partner nations. Inform the planning, coordination, development, and execution of Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) architecture for theater interoperability with allies to support Joint contingencies, exercises, and operations. Support communication interoperability and security memorandums of agreement (CISMOAs) and implementation and coordination on the integration of new coalition partners requiring access to current and future tactical data links (TDL). Lead the C4I line of activity for a portfolio of allied countries to fulfill interoperability requirements. This position requires travel up to 25% of the time.

Basic Qualifications
  • 5+ years of experience with strategic and operational C4ISR planning and operations
  • 3+ years of experience with security cooperation planning
  • 3+ years of experience with interagency planning and operations
  • 3+ years of experience with either tactical data link (TDL) systems or Core Enterprise Services (CES) implementation and integration of network IT architecture or Combat Net Radio (CNR)
  • Ability to travel up to 25% of the time
  • Active TS/SCI clearance
  • BA or BS degree

Additional Qualifications
  • Experience in the European region
  • Experience in a Communications Military Occupation Specialty (MOS)
  • Possession of excellent verbal and written communication skills
  • Possession of excellent consulting and problem-solving skills
  • MA, or MS, or MBA degree preferred
  • Completion of the Security Cooperation Managers’ course preferred
