Summary

OPEN TO THE PUBLIC

The primary purpose of this position:To assist coalition and allied air forces to prepare and provide capabilities for, and to conduct targeting, aerospace intelligence preparation of the battlespace, ISR campaign planning, Air Operations Center missions, and force protection risk assessments.

Responsibilities

  • Serves as Major Command (MAJCOM) headquarters level intelligence operations Manager for Intelligence, Surveillance, and Reconnaissance (ISR) Systems and Task, Process, Exploit, and Disseminate (TPED) programs.
  • Leads the research and design of interoperable coalition Intelligence, Surveillance, and Reconnaissance (ISR) Systems and Task, Process, Exploit, and Disseminate (TPED) programs.
  • Directs the construction, management, and maintenance of coalition Intelligence, Surveillance, and Reconnaissance (ISR) Systems and Task, Process, Exploit, and Disseminate (TPED) networks.
  • Leads team developing and maintaining collaborative network of contacts consisting of US, NATO, partner nation, and commercial experts on Intelligence, Surveillance, and Reconnaissance (ISR) Systems and Task.

    • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
    • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
    • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.
    • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.
    • Incumbent will occasionally be required on TDY throughout the world including to remote locations w/ limited facilities. TDY assignments range from 179 days and longer. It is imperative incumbent have an unlimited ability to perform such travel.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.

    SPECIALIZED EXPERIENCE:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:Have quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience in Knowledge of concepts, principles, and practices of intelligence operations and analysis. Knowledge of the intelligence collections system to include system capabilities, weaknesses and limitations, as well as knowledge of procedures and instructions and ability to submit collection requirements in the proper formats.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of the intelligence, surveillance, and reconnaissance capabilities of NATO and other potential partner nations in the US European Command area of responsibility as well as current and projected interoperability plans and programs focused on increasing the ability of US intelligence activities to share in the processing, exploitation, and dissemination of intelligence in a coalition environment.

    2. Knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as foreign intelligence threat entities, operations, and capabilities that may be directed against USAF, DoD, US, and coalition partner resources.

    3. Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities. Skill in handling classified data in accordance with established DoD procedures.

    4. Knowledge of the terminologies, methodologies, current research and analytical techniques used by USAF, DoD, US, and coalition partners to design, develop, build, and maintain communications and computer network architectures for intelligence systems.

    5. Skill in verbal and written communication techniques used to produce professional quality reports, prepare and present briefings, and participate in meetings, working groups and conferences at national agency, military service, and international levels dealing with military and intelligence cooperation. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources.

    6. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing; and to present and argue for a position effectively.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
