Summary
About the Position:This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with 7TH Headquarters US Army Europe 7TH ARMY, Wiesbaden, Germany.
Responsibilities
- Serve as the principal advisor on Security of classified information in 7th Army.
- Oversee and manages security programs in the areas of Communications Security (COMSEC), Telecommunications Security Monitoring, and Signal Security (INFOSEC), Personnel Security Compartmented Information Facilities, and Foreign Disclosure.
- Establish and implements an effective security education program throughout 7th Army.
- Ensure that classification guides for classified plans, programs, and projects are properly prepared, distributed, and maintained.
- Establish and maintains a command wide Sensitive Compartmental Information (SCI) Program to ensure the secure storage, transmission, and use of SCI products within the command.
- Supervise a staff civilian and military security professionals in the day to day operation of the HQ 7th Army, ISR Branch.
- Identify developmental needs of employees, arranges for needed development and training and counsels employees.
- Represent the Commander regarding all SCI security issues at DA, DoD, and DIA levels.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- Position requires that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- Temporary Duty Travel (TDY) may be required up to 5%.
- This position is considered Key and the essential nature of the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by Ready Reservists or military retirees with recall obligations.
- A family care plan is required for single parents or families where both parents are either Key, emergency essential, non-combat essential, and/or mission essential, including situations where one parent is in the military.
- Failure to perform the duties of this position may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
- Must be able to participate in readiness exercises.
- This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as experience in management of security programs in three or more of the following security disciplines: Communication Security (COMSEC), Telecommunications Security, Information Security, Personnel Security or Industrial Security. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
You will be evaluated on the basis of your level of competency in the following areas:
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
