POSITION SUMMARY

The Senior Regional Coordinator for Europe supports civil society, governments, and other key actors in using the Open Government Partnership (OGP) to progress reforms on transparency, accountability, and participation. This position will be responsible for supporting OGP members across multiple countries in Europe in their development and implementation of high-quality, relevant, and ambitious OGP action plans. Additionally, this role will identify and encourage learning between OGP countries, engage thematic and development partners, donors, and regional / and multilateral institutions, and conduct political and strategic analysis to promote open government in the region.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Country Support (65%)

  • Works with civil society and government stakeholders within a set of countries to develop ambitious Action Plans of commitments that promote the open government agenda
  • Guides civil society organizations and governments on the OGP process and requirements
  • Helps mobilize and coordinate financial and technical support from external partners to assist in the implementation of these Actions Plans
  • Maintains strong working relationships with senior government officials, civil society leaders, funders and other stakeholders
  • Identifies opportunities within portfolio countries to catalyze action on OGP’s thematic priorities, forge connections between country stakeholders and outside agencies and promote examples of successful reform in action
  • Works with country stakeholders to design and facilitate country visits, workshops and events that support the delivery of country strategies
  • Liaises with portfolio countries on the fulfillment of their annual country contributions to the OGP Support Unit

Strategic leadership and analysis (15%)

  • Provides political and strategic analysis based on research and intelligence fathered from in-country and regional contacts
  • Coordinates with the Europe regional team to develop and deliver the regional work plan, and a strategy to strengthen the open government agenda within their portfolio countries
  • Engages and updates regional partners, funders, members of OGP’s Steering Committee and other external stakeholders on the development and progress of country and regional strategies and plans
  • Proactively and regularly shares information and updates with the wider OGP Support Unit

Regional and Global (15%)

  • Leads in the organization of OGP regional meetings and cross-country peer exchange events
  • Contributes to the organization and implementation of biennial OGP Global Summits
  • Represents OGP at external events, give presentations, foster and maintain networks of contacts

Other Responsibilities (5%)

  • Supports the development and implementation of the global campaign strategy
  • Contributes to the quarterly and annual reports and learning & evaluation activities
  • Leads on cross-team projects from time-to-time
  • Travel up to 25 percent of the time
  • Other duties and responsibilities as may be assigned

EDUCATION AND EXPERIENCE

  • Bachelor’s degree or equivalent experience in a relevant or related field (such as public administration, political science, law or international relations); Advanced degree preferred
  • Extensive experience working on governance issues within Europe; preferably with a focus on transparency, accountability, participation or open government reform
  • Experience engaging with civil society organizations, governments, funders and/or multilateral institutions on related issues, including working with their senior leadership
  • Experience representing organizations regionally and/or globally
  • Experience organizing training workshops and events at a regional and/or global level
  • Demonstrable in-country work experience across the European region

KNOWLEDGE, SKILLS AND ABILITIES

  • Understanding of policy and socio-political processes within Europe
  • Excellent communication skills, including networking, public speaking and meeting facilitation
  • Ability to manage a complex priorities and multiple projects simultaneously and independently
  • Strong attention to detail and precision, but also able to step back and see the big picture
  • Demonstrate OGP’s core values of honesty, humility, integrity, transparency, accountability and inclusiveness
  • Must be fluent in English; fluency in other European languages is preferred

PHYSICAL DEMANDS

This position involves regular office activities in both homeworking and office environments. This may include frequently sitting for long periods of time and occasionally requires walking, lifting (no more than 15 pounds), carrying (no more than 15 pounds), reaching, kneeling, pushing/pulling, bending and crouching. WORK ENVIRONMENT

Our offices are accessible and located close to public transportation. Work spaces are open plan and shared with other organizations. Regular travel (estimated 25%) may be required to OGP events/meetings via long-haul flights in economy class. This position may also involve home working and, if so, requires the individual to maintain a suitable and safe environment in which to work. OGP provides an ergonomic benefit to assist in setting up home offices.
