JOB OPENING
  • Title: Family Advocacy Program (FAP) Specialist
  • Location: Kleber Kaserne, Kaiserslautern
  • Start Date: 30 September 2021

Summary

You shall provide services for the Family Advocacy Program (FAP) within Army Community Service. The FAP is responsible to ensure members of the USAG Rheinland-Pfalz (USAG RP) community have access to Family violence (child abuse, spouse abuse, child neglect, and child sexual abuse) prevention education, and resources

Qualifications
  • Bachelor’s Degree in the area of Social Work, Psychology, Sociology, Marriage, Family, and Child Counseling, Nursing, Counseling or Behavioral Science, Education or Community/Public Health from an accredited university.
  • Minimum of two (2) years of experience in Family and children’s services or community organization, with experience in the area of Family violence and in the: (1) Dynamics of child and spouse abuse, (2) Ability to develop and implement a training program, (3) Knowledge of individual and group dynamics, (4) Knowledge of issues and concerns related to the military and the dynamics of abuse on the military Family. (Dependent upon the potential Contractor’s proximity to a certification year, and dependent on the quality and level of experience, the amount of time of the experience may be waived.)
  • Ability to fluently read, write, and speak English. Other language skills are a plus.

THE DUTIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
  • Develop Database: Create and maintain a computerized database and spreadsheet which will contain the listing of all units within the Rheinland-Pfalz community, and identify the Commanders, First Sergeants, and Training Non-Commissioned Officers (NCO) of each unit as well as the dates of assumption of command/responsibility, change of command/responsibility and date each attended mandatory FAP Commanders/Senior Leaders Training.
  • Monthly Statistics: Compile monthly training statistics for all units within the Rheinland-Pfalz community to include data regarding Incoming Commanders Brief within 45 days of taking command as well as initial and annual FAP Domestic Violence and Child Abuse training provided to all units.
  • Prepare Correspondence: Prepare daily FAP correspondence in accordance with military correspondence manual (i.e. training agendas, meeting agendas, purchase orders, documents for Emergency Placement Care, Respite documents to include authorization letters, requests, and payment documentation). The completion of paperwork may require direct transport and processing of documents to completion.
  • Prepare and Maintain Attendance Rosters: You shall prepare and maintain attendance rosters and statistical data for all participants who attend FAP workshops/classes/seminars and training. The Contractor shall input the data into the online ACS Management/Tracking Report, FAP spreadsheets, and databases.
  • File: You shall file paper copies of the reports and attendance rosters in binders with the coordinated assessment and sign-in documentation. Maintenance of these binders and statistical databases and spreadsheets is the responsibility of the Contractor.
  • Update Guides: You shall prepare monthly updates to the FAP Commander’s Guide. With the preparation of Commander Guides, the Contractor is also responsible to maintain adequate copies on-hand to complete the training.
  • Coordinate Meetings: You shall schedule, confirm attendance and attend quarterly Family Advocacy Committee (FAC) and Fatality Review Committee (FRC) meetings. You shall prepare minutes and distribute them to appropriate agencies for the FAC/FRC. Scheduled dates will be confirmed with FAPM. You also shall prepare and maintain current FAC/FRC membership orders and background clearance tracking for service on the FAC/FRC.
  • Coordinate Respite Care: You shall track and verify hours of Respite Care used monthly provided by Parent Central, Child Youth, and School Services; report this number to the FAPM NLT on the 5th working day of each month. You shall prepare monthly vouchers for reimbursement expenses of child care service.
  • Market programs/activities: The ACS and MWR programs require marketing to the community. The Contractor shall provide input for the FAP program to the ACS Marketing POC for publication in all media, by the 5th day of each month, with a digital copy going to the FAPM and Marketing POC. The FAP program maintains flyers for all programs. You shall be responsible to maintain a supply of these items on hand for distribution and assisting with the construction, reproduction, and publication of program flyers. You shall also participate in FAP outreach.
  • Maintain orders: The ACS FAP program maintains the orders and authorized persons who attend and participate in the Case Review Committee and the Family Advocacy Committee. The Contractor shall be responsible for the maintenance of these records and for the minutes from the Family Advocacy Committee.
  • Training: You shall assist with/facilitate FAP trainings. All lesson plans are provided to you by the FAPM.
  • New Commander Training: You shall track Commanders, First Sergeants, and Sergeants Major for recent changes of command. Then, telephonically contact Commanders or First Sergeants monthly to schedule FAP Commanders training (Commander/Senior NCO’s in grades E7-E9, officers, warrant officers due within 45 days of an assumption of command position) and troop education (grades El through E6) IAW AR 608-18 annual training requirement. You shall also be responsible for creating and maintaining an up-to-date command roster that includes the names and change of command dates for all Brigade, Battalion and Company Commanders, their CSM or 1SG, FRL, and FRSA.
  • Training Materials: You shall reproduce and organize training packets for all scheduled unit and Commanders annual FAP overview training.
  • Coordination: You shall meet with the COR monthly and FAP Manager once per week or as needed to discuss program statistics and synch needs of the program.
  • Maintain Records: In accordance with FAP procedures, you shall be responsible for maintaining records and files incidental to the services provided by this contract. Files must be maintained in a secured area at the ACS, be immediately available to the FAPM or the ACSO. These files are the property of the U.S. Government.
  • Document contacts: You shall report all extended and single contacts following the procedures set forth in the ACS Client Intake SOP and AR 608-1.
  • Maintain inventory: You shall maintain and keep a current inventory list of all educational materials in the FAP Resource Library/FAP Resource closet and basement storage and facility that are purchased through the supply program to replenish and update the publication resources. You shall provide a digital copy of the inventory to the FAPM quarterly.
  • Maintain Certification records: You shall serve as a point of contact within FAP for all certification materials. The Contractor shall ensure that all SOPs, Policy Letters, and other needed materials are all prepared and maintained to meet certification standards. Certification materials will be inspected biannually. You shall provide all requested documentation for the biannual inspection to the FAPM.
  • Meetings, Conferences, and Briefings: You shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Project Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours
  • Purchase Requests: You shall research and complete purchase requests for training materials, venues, speakers, supplies, and other items as needed to support the Family Advocacy Program. You shall submit all purchase requests to the FAPM for approval and signature. Once approval and signature are provided you shall route the purchase requests through the ACS budget officer. You also shall maintain a database tracking all purchase requests for the Family Advocacy Program.
  • Knowledge of ACS Programs: You shall be knowledgeable of the Relocation, Financial, Employment, Army Family Team Building/Army Family Action Plan (AFTB/AFAP), Exceptional Family Member Program, and Information and Referral Programs to answer questions and respond in an emergency to initiate FAP services.
  • Assistance to Victims: You shall assist with support service to victims of family violence by providing information about the Installation Victim Advocate, the Victim Witness Liaison, Transitional Compensation, and legal services.
  • Digital Work Product Storage: You shall store all digital work products on the ACS share drive for common access. No work product shall be solely stored on individual computers, personal drives, or email accounts. All work products must be made readily available to the FAPM at all times. This includes databases, marketing materials, tracking systems, file maintenance, reports, word processing documents, certificates, memorandums, SOP’s, and all other administrative and educational material used and/or created by you.
