Summary

About the Position:Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.

Responsibilities

  • Serve as a budget analyst in the Real Estate Division of the U.S. Army Corps of Engineers, Europe District, monitoring and executing a segment of the budget to ensure efficient use of funding.
  • Process Real Estate lease and invoice payments in the Corps of Engineers Financial Management System (CEFMS). Use automated systems to extract financial data and create reports to analyze, monitor, and update the status of accounts from customers.
  • Provide management with financial information such as: financial reports showing the status of receipts, obligations, and expenditures, and comparisons of actual performance to the financial plan and identification of variances.
  • Formulate and monitor the Real Estate annual operating budget and ensure that the Real Estate program will be accomplished with funds as budgeted. Recommend adjustments to the operating budget to support changing workload and manpower requirements.
  • Process Real Estate lease and invoice payments in accordance with the Prompt Payment Act; control funds in such a manner as to preclude a violation of the Anti-Deficiency Act.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     This position may be filled at the GS-09 or the GS-11 level. If selected at the GS-09 level, you may be non-competitively promoted to the full performance level of GS-11 when eligible and at management’s discretion.

    For the GS-09 Level:
    Specialized Experience: One year of specialized experience which includes: 1) Assisting with the execution of a program or organization’s operating budget; 2) Utilizing financial management systems to input data; AND 3) Processing financial data to create standard budgetary reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

    OR

    Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

    For the GS-11 Level:
    Specialized Experience: One year of specialized experience which includes:1) Monitoring the execution of a program or organization’s operating budget; 2) Utilizing financial management systems to process commitments, obligations, and payments; AND 3) Applying accounting principles and reporting tools in order to analyze financial data and create a variety of reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
